How it is measured

How many of those centres have their land certified and delimited by the RAN. The gap against the total is, plainly, the part of the municipality whose boundaries are not yet on record. The RAN publishes this file as a snapshot, not a time series: the series is built by capturing it month after month, so it starts the day we started looking.
